Government Contracts

Government procurement used to be conducted according to an obscure and rigid system.
However, Japan is now required to carry out government procurement in accordance with the Agreement on Government Procurement of the WTO that came into effect on January 1, 1996.
As part of such change, the Japanese Government established the Government Procurement Challenge System (CHANS). This system enables the filing of complaints regarding government procurement when, for example, a participant in a bid receives unfair treatment.

This kind of complaint filing system exists in every WTO member country; however, it is commonly said that there are few cases where any mistake in government procurement is found.
U&P is the first to obtain a decision granting a complaint under the complaint filing system of Japan.

Based on this experience, U&P provides advice to foreign-based companies when they tender bids for government procurement; U&P is one of only a few law firms in Japan that have extensive knowledge of government contracts.
